Buyers can sign for a homesite in Windsor's North Village, but signing doesn't let them build. In October 2025, Vero News reported that 25 North Village lots had sold. Windsor could close on them only after Indian River County approved the final plat, and only then could buyers pull building permits.
That is the first of four approvals between a signed contract and a finished house. The other three come from Windsor's builder list, a design code written only for this phase, and a national building-performance standard. Each one narrows the buyer's choices. Together they set the real timeline.
A Site Designed Around Its Water
The rules make more sense once you see the land. Windsor describes North Village as a 47-acre extension beside the Indian River Lagoon. DPZ CoDESIGN drew the master plan. There is a freshwater lake to the east and an estuary to the west. More than 26 acres go to parks, greens and islands, and nearly 10 acres are water. Pelican Island National Wildlife Refuge lies to the north, and the Historic Jungle Trail runs along the western edge.
Vero News described the site as a former citrus grove. Crews dug a lake with an island and a bridge, cut a tidal estuary, and joined the two with a weir. They have also been planting tens of thousands of native plants. The plans include trails and boardwalks for walking, biking and riding, a kayak launch onto the lagoon, and an "Art Island" in the estuary for architect- and artist-designed works. Windsor credits Mrs. Weston and her daughter, Alannah Weston, with shaping the North Village plan.
Windsor frames this phase around sustainability and the lagoon, and the building rules carry that premise into each house.
The First Gate Belongs to Indian River County
A plat is the legal layout of the individual lots. Until the county stamps it, a lot under contract can't close, and a buyer's architect can draw plans that can't yet be permitted.
The county keeps a public quasi-judicial active applications report. The edition updated May 27, 2026 lists two Windsor items:
- Windsor North Village Final PD Plat at 3520 N. Savannah Place, covering 40 single-family lots and 6 townhomes, with the status "Resubmittal #2 under review."
- Windsor North PD Modifications, which would add 3 lots and 1 townhome unit, remove an offsite turn lane and add a northern private access driveway, with the status "Resubmittal #2 staff comments sent; awaiting response."
The plan has kept moving. Vero News counted 34 single-family lots and six townhouses inside North Village. Nine more single-family homes on North Savannah Place are being developed alongside them, for 49 new residences in all. Windsor's own page now describes 34 single-family residences and seven Row Houses. For a buyer, this means the lot count, the townhome count and the access plan were all still being worked out in public filings this year. Ask for the current plat and permit status in writing before your design calendar depends on it.
The Second Gate Is a List of Five Builders
Windsor sells finished lots. Buyers bring their own architect but have to build with a Windsor-approved construction company. Vero News listed the approved builders as Barth Construction of VB, LLC, Croom Construction Company, Huryn Construction, RCL Development, Inc. and Reilly Construction.
Getting on that list came with a requirement of its own. Architect Tom Hoos, who has designed more than 40 houses in Windsor and has three North Village commissions, including one of the townhouse buildings, explained it to Vero News:
"Builders were required to buy a lot and build a spec home in order to participate in the project. Croom selected us to design their project."
That means the participation terms tied each approved builder to a lot and a spec home of its own inside North Village. A buyer choosing a builder is choosing from companies that were required to put their own work on these streets. The same report said many lot buyers were already deep into design with architects from Vero Beach and around the country, local designers Clem Schaub and Tom Hoos among them.
The Third Gate Is a Code Written for These Streets Alone
Windsor created a separate edition of the Windsor Architectural Code just for North Village. As Windsor put it to Vero News, homes "will honor Windsor's Anglo-Caribbean heritage but will encourage a more modern, pared-down aesthetic." On its own site, Windsor says the change will "open the door for a new generation of architects."
Hoos described the new code to Vero News in terms of flexibility: "They want second floor terraces with planters, almost like a garden village where the landscape comes up and becomes part of the house. They're also trying to get more variety in the shape and forms of the homes."
That flexibility comes with a condition. The same code requires every home to earn certification from the Passive House Institute US, known as Phius. The style rules give architects more room, and the performance standard limits how they use it.
The Fourth Gate Starts on the Drawings and Ends With a Test
Phius certification begins at the design stage. Under the Phius 2024 certification guidebook, design review and design certification come before construction. Detached single-family homes need a Phius Certified Rater on the project. According to the Phius CORE standard specifications, several requirements reach straight into the design a buyer and architect will be discussing:
- Airtightness is pass/fail. Full pressurization and depressurization tests are required. For most projects the limit is 0.060 CFM50 per square foot of enclosure.
- Taller windows face tighter limits. Phius caps the whole-window U-value based on window height and local design temperature, and the taller the window, the lower the U-value has to be. In a phase built around lake and estuary views, that touches the most visible choices in the house.
- Fireplaces and combustion are restricted. Heating and water-heating appliances inside the pressure boundary have to be sealed, direct-vent units. Fireplaces need a combustion air inlet connected to an airtight firebox, and natural-draft fireplaces aren't permitted.
- Each home needs an EV-ready space. One-to-two family dwellings and townhouses need one EV-Ready space per unit.
- A third party inspects the build. The Certified Rater handles foundation and pre-drywall inspections, whole-building airtightness testing, ventilation balancing and commissioning, room-by-room pressure balancing, and distribution system testing.
Phius also sets limits for thermal bridging, solar gain and balanced ventilation with heat recovery, calculated for each project's climate and size. It includes moisture-design requirements meant to prevent mold in wall and roof assemblies. In practice, the architect, the approved builder and the Phius Rater all have to agree before the walls go up, and the airtightness test at the end confirms whether they did.
How the Four Gates Stack
Put the approvals in order and a North Village purchase looks like this:
- Contract on a finished lot, sold by Windsor
- County final plat approval, which opens the door to closing and permits
- Design under the North Village code, reviewed against Phius criteria before construction
- Construction by one of five approved builders, inspected throughout by a Phius Certified Rater
- Final testing and certification
Only the first step is fully up to the buyer. The plat schedule is set by the county. The builder list and the code are set by Windsor. Phius sets the performance targets, and the Rater confirms them on site. For anyone comparing a North Village lot with an existing Windsor home, the real question is less about price and more about how much of the calendar and the design they're willing to hand to that sequence.
A Few Questions Buyers Raise
How does club membership work at Windsor? Windsor's October 2025 fact sheet says membership is capped at 350, split into 275 Golf, 20 Founder and 55 non-golf memberships. It is by invitation and requires sponsorship by at least two equity members in good standing.
Can I bring an architect from out of state? Yes. Vero News reported that buyers were working with architects from Vero Beach and around the country. The builder, though, has to come from Windsor's approved list.
Does Phius require solar panels? No. Phius CORE doesn't require renewable energy, though some on-site generation can count toward the energy targets.
What else is planned for the phase? Windsor plans a new Fitness & Wellness Centre for North Village, along with the trails, boardwalks, kayak launch and outdoor sculpture program described above.
